An air conditioner only cools — to heat your home, it needs a separate furnace. A heat pump does both, cooling in summer and heating in winter on one efficient, all-electric system. For most DMV homeowners replacing aging equipment, the real question isn't which is "better," but which setup fits your home, your fuel situation, and your budget.
What's the actual difference between an AC and a heat pump?
In cooling mode, an AC and a heat pump are nearly identical — both pull heat out of your home and release it outside. The difference shows up in winter. An air conditioner can only cool, so it's always paired with a furnace for heat. A heat pump adds a reversing valve that lets it run backward and bring heat indoors, which means one system covers the entire year. Which is more efficient?
Cooling efficiency is measured in SEER2, and a heat pump's heating efficiency is measured in HSPF2. Because a heat pump moves heat instead of burning fuel to create it, it can deliver several units of heating for every unit of electricity it draws — far more efficient than electric resistance heat and very competitive with gas through the DMV's mild winters. A high-efficiency AC paired with a modern gas furnace can also be excellent; the most efficient choice depends on local energy rates and how your home is built.
When does each one win?
Neither is universally right. Here's how the decision usually breaks down for Maryland, D.C., and Northern Virginia homes:
- An AC plus a furnace tends to win when you have affordable natural gas and a relatively new furnace, you only need to replace the cooling side, or you want maximum heat output on the coldest nights.
- A heat pump tends to win when you're replacing both heating and cooling at once, you want one all-electric system, you're chasing the largest rebates, or you're conditioning an addition or a home without gas service.

Heat pumps typically qualify for the most generous incentives because they're all-electric and highly efficient. Federal tax credits and local utility rebates can take a real bite out of the upfront price, but these programs change often, so it's worth confirming what's current before you buy.
